Could someone with admin privs at fd.o please make a new project and put the two DRM directories into it? It is probably easier to get them from Mesa/src/mesa/drivers/dri/drm since the two directories are isolated there. Right now the mesa and dri versions are identical so it doesn't matter.
If you would rather get them from the DRI tree you need: dri/xc/xc/programs/Xserver/hw/xfree86/os-support/shared/drm/kernel dri/xc/xc/programs/Xserver/hw/xfree86/os-support/linux/drm/kernel As soon as this is done I will alter the mesa build process to use a pointer to the new tree. That will allow us to keep everything building off from a single copy of the h files preventing them from getting out of sync.
