Because the group responsible for it at Sun has made it _very_ clear that any attempt to replace it in ON _WILL_ be denied (my understanding was it was actually a much stronger threat than that even). They don't want anyone touching the existing code, they don't want anyone else replacing what they have, nor do they want to play in the Opensolaris world.
