can anyone tell me if the PCI memory space specified by the BAR(Base Address Register) in PCI configuration space is capable of being allocated by the user program or by the device driver?
Usually, no. That is the responsibility of the PCI bus driver and/or BIOS/OBP, which potentially need to keep several devices on a PCI bus out of each-others way. So the BARs should be set up before your device driver is called.
