Hi all,

We're getting to that point where people are trying to download tarballs
and build on weird places like Amazon's hacked up ec2 linux images. Now,
being a reactionary zealot who likes to scream a lot, I'll obviously
take the opportunity to point out that it's most likely Amazon's fault
... but in the mean time I don't think it's overly useful to tell that
to users.

So, I'm suggesting we remove the warnings==error setting for distributed
tarballs. (we already support doing this in the build system)
Essentially, the way it works is that it looks for a .bzr dir... if it
finds one, score, you are a developer and should be notified of
warnings. If it doesn't - you're building from a tarball and it should
not bomb out on warnings.

Does anyone have strong opinions?
