At a minimum, yes, we could update the release in Maven and the version tag. But, I'm not sure if that'd work, or if we'd run into further issues.
I don't know that anyone has looked into the extent of the changes in Handle Server version 7, so that would likely be step #1. Analyzing what has changed, and how complex the upgrade would be. The only thing I've heard about version 7 is that it offers IPv6 support, and supposedly it might be easier to setup *external* from DSpace (e.g. run your Handle Server on a different server from your DSpace install). Currently, in DSpace, we only really support using the embedded Handle Server with DSpace.
