To correct & clarify, any code included in DSpace needs to have the DSpace *BSD* License applied (Not Apache 2, as Ivan accidentally misstated).

All of our DSpace source code is BSD Licensed under the following license:
http://www.dspace.org/license/

As such, we require that any code which is given to us for redistribution/release needs to be re-licensed under our DSpace BSD License.

So, regarding the SimpleREST work, there are two primary options:

1) The National Library of Finland can continue to build, maintain and release the SimpleREST API under your existing LGPL 2.1 license. You are more than welcome to advertise it on mailing lists and get collaborators in this initiative. However, the SimpleREST code would need to be maintained separate from the main DSpace source code as it is under a different open source license. But, if SimpleREST was released (by National Library of Finland) to Maven Central, DSpace users could easily install it as they see fit.

2) OR, the SimpleREST API can be reviewed for inclusion into out-of-the-box DSpace. The Committers can determine whether it is reasonable to merge this SimpleREST work directly into DSpace. However, before it could be included, the Committers would have to request that SimpleREST work be re-licensed under the DSpace BSD License (linked above). If it was merged, the code would be maintained centrally by the DSpace Committers.

The option you wish to choose is completely up to you. Either route would still allow for other members of the DSpace community to use and help improve the SimpleREST code. It's really a matter of whether the National Library of Finland wants to continue to build/maintain/release the code (option #1 above), or if you are requesting that the DSpace Committers take over the actions of building/maintaining/releasing the code (option #2 above).
