The problem is, that a group that does not have members is ignored in the workflow process. If I add a workflow step to a collection and grant this right to a group which has no members in the DSpace database (cause all of its members gets added on behalf of shibboleth attributes whenever they login) a new Item is accepted in the repository directly after its submission as if the workflowstep would not exist. In addition no member of the group would get a mail that there is a new administrative task, because DSpace does not know who has to be informed (as the membership of users added on behalf on shibboleth attributes to a group is not stored).

The Shibboleth-Authentication module may add authenticated users to DSpace groups. These groups are called special groups, "these are really groups but the user's membership within these groups is not recorded in the database.
