Hi Loren!

For a computer analyst knowing libraries and DSpace, you may estimate 
300 working hours and about 5 months elapsed time
(if librarians have prepared specs, provide data, provide feedback and 
test, test, test...):
* to analyse with you the suitable metadata
* to parameterize DSpace
* to recover existing metadata
* to enable export of metadata toward the aggregators you collaborate with
* to adapt the UI
* to ensure the workflow is OK
* to set-up the service

For a programmer not knowing DSpace but well knowing libraries and the 
technologies underneath DSpace, I would say the double.

It may seem a lot but it is about operational service and not "demo"...
