Since the submitter then receives the 'Submission rejected' email, I was hoping to provide a workflow that is less confusing for the user. But I guess that's the way it'll work for us.

However, you can still reject the submission and if you do that, it will go back directly into the submitter's account, where they can edit it with the normal submission form.
