The latest available translation for the JSPUI in French is 1.4.1 there is none for the XMLUI see http://wiki.dspace.org/index.php/I18nSupport#Available_translations_of_Messages.properties_for_JSP-UI Unless someone of the French speaking DSpace community provides an updated translation it will stay this way.
