Stupid question, but the solr webapp is deployed, yes?

You should only ever be able to access solr from the server it's running
on, that's a security measure. So to test this from outside dspace,
you'll most likely have to use curl, wget, lynx or a similar tool that
lets you make HTTP requests from the command line. But sounds like
you've tried that already.
