I'm for adding it, but I don't decide on that alone. Please, file a Jira issue. I'm not convinced that the modules tree is the best place for it, we should probably put it directly into dspace-solr instead: https://github.com/DSpace/dspace-solr/tree/master/webapp/src/main/webapp/WEB-INF Having the file in modules should still override the one in dspace-solr. I also think that WARNING would be a reasonable level to include into DSpace.
