PMH would only harvest metadata, no?

The internal instance could also deposit materials into the public
instance via SWORD.  Someone more familiar with SWORD than I might
comment on what it would take to set this up.

I imagine that you could write a curation task to do this on a
schedule or as part of the internal instance's workflow.
