I don't think there is. We must be missing something simple. Send me the whole METS file. Now that I think of it, I'm not sure I ever tested it with the new embargo. For another publicly accessible item, try to remove the READ right for the Anonymous group, i.e. not set an embargo, just remove them and see if the lock shows up. This is to see whether there is a problem with embargoed items showing the lock (sorry, can't rest it myself right now).
