Hi.
Request copy works for restricted bitstreams, it seems that you revoked
permisions to item.
Try allowing item for anonymous an revoke bitstreams.

Hi-
We’re running Dspace 5 Mirage 2 and the “Request a Copy” feature

does not seem to be working. There is an ugly “This item is
restricted” message, instead of displaying the item’s metadata and
whatnot. Our dspace.cfg file has the “Request a Copy” parameters
enabled. Has anyone had this issue?
Here is the message we have now:
This item is restricted
You do not have the credentials to access the restricted item
*hdl:1/9095*.
The selected item is access restricted and requires credentials to
view. Please login to access the item.
Proceed to login screen <https://scholarworks.montana.edu/xmlui/login>
