With Bram's help I figured out what the problem was, we didn't realize that the embargo date on the first embargo screen was for the item/metadata so there was essentially NO access for anyone until the specified embargo date. So going forward to make this work we are leaving the first date field blank and then only specifying a date for the bitstream itself.
