With Bram's help I figured out what the problem was, we didn't realize that the 
 embargo date on the first embargo screen was for the item/metadata so there 
was essentially NO access for anyone until the specified embargo date. So going 
forward to make this work we are leaving the first date field blank and then 
only specifying a date for the bitstream itself.

Hi.

Request copy works for restricted bitstreams, it seems that you revoked 
permisions to item.
Try allowing item for anonymous an revoke bitstreams.

Hi-
We're running Dspace 5 Mirage 2 and the "Request a Copy" 
feature<https://wiki.duraspace.org/display/DSDOC5x/Request+a+Copy#RequestaCopy-RequestingacopyusingtheXMLUserInterface>
 does not seem to be working. There is an ugly "This item is restricted" 
message, instead of displaying the item's metadata and whatnot. Our dspace.cfg 
file has the "Request a Copy" parameters enabled. Has anyone had this issue?

Here is the message we have now:
This item is restricted

You do not have the credentials to access the restricted item hdl:1/9095.

The selected item is access restricted and requires credentials to view. Please 
login to access the item.

Proceed to login screen<https://scholarworks.montana.edu/xmlui/login>
