I"m using headers over here and it works fine. Chances are, the personal or default user preferences are overriding it, or you could be misspelling it. Try commenting out the 'AllowOverride' for signatureLocation, and it will default to the config.

This is quite annoying as I have to always edit any email reply to remove the signature from the body of the message reply.
