Is it possible that dspam is getting the emails, but is not processing them because user(s) you use are opted out? Looking at the dspam config it appears that every user is opted in by default, but still worth looking at.

Also, enable debug in dspam, see if any debug logs are generated when sending a test message.

lastly, is this machine only used for incoming mail? In other words do your users use the exchange server to send mail out? No need to for the FILTER action then, as you would want to filter all email anyway.
