I'm pretty darn sure this would not be considered "encryption to obscure 
the meaning" -- it is a widely known code and both coding and decoding 
software is pretty available. At least 4 apps for the iPhone, all free - 
Neoreader is probably the easiest, Android has an application, as well 
as many other phones -- there is also an open source decoder for those 
who would want to integrate it into an SSTV program or D-STAR TV.  
Encoding can be as easy as using this website - http://qrcode.kaywa.com/

Of course clubs could also make a bumper sticker or decal to advertise.

(BTW for full disclosure mavericklabel.com is my employer, when I was 
asked to put the article up, it looked interesting.)
