Yes you could make more fuel with the system you describe. No you
would not get more energy out of the system than you put in. Second
law and all that. ;-)
I would suggest _extreme_ caution if you plan on working with
concentrated H2O2. In fact the admonition "don't try this at home"
clearly applies here. Any strong oxidizer is dangerous and this one
is no exception.
