One possibility that occurs is the "Turn off power to inactive PC 
cards" option in the third pane of the Energy Saver control panel. 
This option has mysteriously stopped working on my 2400 with OS 9.1, 
actually, but was still effective (and occasionally troublesome with 
some buggy PC cards) in 9.0.4. If the PC card that comes with the 
drive is only providing power but not moving any data, the OS may cut 
that power with this setting on. See if it's on, and if so turn it 
off and try again (if it has no effect then remember to turn it back 
on, since it can help save battery life and keep the computer notably 
cooler when it works).

Otherwise it sounds like a driver issue, or SCSI termination - does 
the case have a SCSI interface or does it actually talk through the 
PC card? I realise the drive inside is ATA. Try the usual Mac voodoo, 
especially shift-booting or rebooting with only the drive interface's 
own driver extension (if any).
