To my knowledge Apple offered the Duo models on the European market with 
that DIN-socket for connecting the internal modem (I had a 230 and 2300 
equipped that way) and then expected the customer to also buy a 
"localized" external adapter (a quite extensive piece) to be able to 
connect to the wall socket in the respective country. While you can 
always plug in an external modem to the serial (modem/printer) port, the 
internal modem connects directly to the logic board (with earlier 
OSversions there used to be a special control panel for switching to this 
type of connection). Consequently the minidock (I too have one) features 
the same DIN-socket for plugging in that adapter.

One might conclude that this Duo comes with a modem card allowing direct 
connection to the telephone lead (following the wiring standard of the 
Western plug). Have you tried this? As for the dock, it`s "direct" modem 
port should then need no additional hardware device for the connection. 
Whether you can buy an appropriate adapter cable, I don�t know. At worst 
you might try some soldering: get a standard modem cable (serial to 
external modem) and a phone cable, slice both open, check the wiring in 
your wall socket and detect those four wires that run out from the 
US-plug.
