Been there and done that -- I don't know about US prices, but Apple wants a
fortune for a new power supply.  The hardware fix, short version, is

1) Open the Doc
2) Remove Power Supply
3) Drill out the rivits holding the supply together
4) Replace a cap on the power supply main board.

I forgot the exact location of the cap, but the URL I used was

http://www.interactivepages.com/macfreak/index1.html

They have a good section on stuff that can go wrong and somewhere there is
an article on exactly what to do.  Not that easy to find mind you :(.

If you aren't comfortable with a soldering iron, and with the concept of
drilling open the power supply case, I'd start looking for a new / used
power supply.  As I recall, the soldering job wasn't that tricky, but the
confines of the power supply case make it problematic.

Considering the price of a 'new' Dock, you almost have to wonder if it is
worth it.
