It *may* also be the Power Manager.  I would really like to find good 
documentation on what the PM actually does.  And it could be that the 
chip in the battery has failed.

I'd reset the Power Manager first (hold the flat button on the back 
panel in for at least 20 seconds, and try a few more times if the 
machine doesn't boot up.)  If that doesn't work, try removing all 
sources of power.
