dvc-bookmarks: Fix adding partners.
A couple of bugs with adding bookmark partners were introduced by the
recent change to the data structures used by dvc-bookmarks. This fix
makes it possible to add partners again.
* lisp/dvc-bookmarks.el (dvc-bookmarks-add-partner): Use
`dvc-bookmark-name' instead of `car' to get the name of the bookmark.
Put the new partner in the cdr of the association, not the cadr.
