The backdate option is an asolute mess, and personally I'd be as happy 
as Larry if we could just get rid of the damn thing. The main problem I 
have with it is that it combines two entirely distinct functions ("don't 
show on aggregate views" and "date out of order") and doesn't allow them 
to be handled separately. What I'd propose would be something along 
these lines:

Get rid of the restrictions on dating out of order, and replace them 
with a warning if someone tries to post with a date significanty 
divergent from the actual current date ( a couple of days, a week, 
whatever). If you try that, have javascript magic pop up with "you're 
posting at a weird date; are you sure you wanted to do that?" If yes, 
post it. That would get past the original problem of people having their 
clocks set wrong, posting two years in the past and not seeing their 
entries show up on their recent entries page. It would also be possible 
to add a "don't warn me!" checkbox somewhere in the options for people 
who write historical or fictional journals.

Then, instead of backdating, just have a "don't show on aggregate views" 
checkbox (which would need a bette name) which pays no attention to the 
date or time at all, and which stops the entry from appearing on reading 
lists and feeds.

Mainly, I'd just want this to get rid of backdating since I hate it, but 
I think it could also be extended to include community considerations, 
if they're deemed desirable (I've no particular opinion on that either way).
