Good question.  In fact now the DXCC Desk is accepting operations from the
different provinces based on multiple licensing authorities.  Personally I
think it is a good thing as there is no central government in Somalia.  Some
of the provinces are issuing 6O calls whiles others are issuing T5 calls.
