The bulletin you read was published by the USPS. They would naturally only refer to US IRCs. An IRC is international, meaning between countries. It is designed specifically to be bought in one country and exchanged in another. Go to another larger post office that has a postmaster
who can understand the regulations.

Actually I read the bulletin and it does NOT say that. It talks only of US IRCs.

So I went to the PO and the lady said: I could exchange these if they were US
IRCs but not if they are Japanese....

What? IRCs are exchangeable regardless of the country of origin. If

I'll run the race and I will never be the same again.

I am looking for someone with USA 12-31-09 IRCs who would prefer
Japanese 12-31-09 IRCs because they can exchange them.

Please let me know if this is you. I have 7 Japanese 12-31-09 IRCs
to swap....
