Refer the postal clerk to Section 381.3(b) of the International Mail Manual:
"...[IRCs] purchased in foreign countries are exchangeable at U.S.
Post Office facilities toward the purchase of postage stamps and
embossed stamped envelopes at $0.98 per coupon irrespective of the
country where they were purchased."
