WOW !!!! It's really hard to believe so many people could post so much
mis-information. Assuming 24 cards equals an ounce then 3 ounces of cards
would cost 80 cents to mail. The W7 buro spent $1.02 and wasted 2 extra
envelopes. I have on many occasions received 100 cards stuffed into a buro
envelope. Here is an excerpt from a private response I received and it is
what I have suspected:

""Regarding the w7 buro... They hold their club meetings the last thursday
of
the month... and do all of the mailing at that time... I do know they WERE
SUPPOSED TO HAVE DONE A YEAR END CLEANOUT of all cards in November or
December, ...........If you write to the w7 buro, at the email address on
the ARRL site... YOU
WILL NOT GET A RESPONSE.. as the buro president refuses to answer emails
sent to him.  I finally had to send an email directly to the PRESIDENT OF
THE WILLIAMETTE VALLEY DX CLUB, he intervened with the president of the
buro, I finally got an answer to my query""
