I think it's gonna be awhile before anyone operates from CY0.  The 
Canadian government really doesn't want anyone on Sable Island CY0 
nor on St. Paul's Island CY9 since they're both environmentally 
sensitive. The last operation of which I'm aware was in July 2000 to 
CY9. Henry KT1J (then KT1J/CY9) said that it was extremely difficult 
to obtain permission then and probably unlikely now.
