Apparently I have solved the problem I originally posted. I stepped back through every change made. One step was to remove a non-functioning network card, and produce the packet spots through a shared COM port, instead of via the network. I re-installed the network card (though still not hooked up to anything), and now everything seems happy. Computers are a great mystery.
