OK I figured this one out.

Next...I never have set the subm...or checked....but they are set all 
over my log. I have no idea how this occurred..in fact some DXCC 
entities are set foe WAS...
I want to clear all of them so I can create a new DXCC submission....
How do I do this?

i suppose you mean dx4win.ini file....
File>Preferences and again File>Write ini file
Then you have a dx4win.ini in c:\program files\dx4win701\save directory
