Grid boundaries are allowed, but the rules are a bit excessive (my opinion).

I did this a couple times last summer and actually posted little movies of
my set up and zooming in to the GPS showing the XX.000 display.  Of course,
by the time you set up, the GPS location is different, but that's just me
whining.  Grid boundaries are not allowed in the ARRL VHF contest - you can
only exchange 1 grid.

I'm not sure that "grid lines" count for VUCC.  I think you have to be
INSIDE the grid.  I've never heard of a rover operating from a line,
but I could be wrong (it wouldn't be the first time).
