With Windows2000 (and Windows 98) it can be found at 
 "Start -> Settings -> Control Panel -> Regional Settings -> Numbers" 

The key items are "Decimal Symbol" and "Digit Grouping Symbol" 

Unfortunately, Cosme is making an assumption based on the European 
standard, not the North American (US, Canada, etc.) standard.  To make 
his software work properly, one has to intentionally "mis-configure" 
the operating system if one is in North America.  It hope Cosme will 
hard code the proper use of the Decimal and Digit Grouping Symbols  
in his next release.  

Interestingly, DXbase itself seems to ignore the Regional Setting 
... it will report the frequency of a spot or rig poll with a 
period for a decimal point no matter which is chosen in the Regional 
Settings.
