As I have never had the problem I may not be exactly correct
But using the Wizard the first thing would be to check the Over Ride Option
Group Setting and put in a distinctive Character, any number, Symbol or
Upper Case letter.
Uncheck the Ignore Qsl via and use Mgr. option.
Then under the Options, select K in the Country drop down list.
I found that this produced an alphabetical listing of labels.
Not exactly perfectly as you want but should cut down the sorting.

I tried using the Call= option and entering K1 but that didn't work.
I guess that option needs an K1*.* (all) option.
