As for portable callsigns, we always have to send our cards to the main
callsign of the oposit station, or to his manager if pointed out.

For us europeans, the rules are, sort the US callsigns by call area and per
call area we need to sort from A to W also.

For the 4 area we even have to sort a stack first with the two letter
suffix, and one with the tree letter suffix.

When QSL is routed via a manager, the manager counts as the sorted station
...
