Art, I think you pretty well understand how things work. When this new capability was designed, we had to choose something in terms of priority and so we took what the original enhancement request asked for. That was All time, Band, Mode. So if its a new band, that's what gets displayed and if not, then if its a new mode then that gets displayed, or the default of B/M.
If you only need three missing CW countries, I suspect you have them memorized and would never miss them. You probably dream about them in your sleep....hihi...
