Jim, I have the Access 2000 Pro (Microsoft Office 2000 Pro version) - and with the Pro version, you can save the file under the "old" version (that being Access 97) -- But, I am guessing that the Basic Access 2000 might not have that feature..
With the Pro version - if someone accidentally saves their MDB file using Basic Access 2000 -- you can "correct" that problem - by converting the MDB file back to Access 97 version..
