Here's my response from Alex at DXAtlas -

Hi Tom,

DX Base must call Atlas.LoadSettings when it starts DX Atlas. I hope Jack
will eventually add this call to his code. Until then, just start DX Atlas
before DX Base, then the letter will connect to the already running instance
of Atlas, with all settings loaded.
