The LoTW web site goes down frequently on sundays. It's 'usually' back up in the evening.
But this error message was different than we usually see on weekends. So there is suspicion that it may be related to the DST time change issue. The error message I'm seeing now (monday morn @ 12:27z) is the normal offline message. Hang in there, it always comes back.....eventually.
