That is my understanding and how it was from the start, I dont have that problem being KH7 so for me it works fine. As long as the cards are from DX to USA they are accepted. Its just from USA to USA that is not accepted. There was some comments about the cost of the service, let me explain it from the "DX" side. I use decent cards, full color picture cards and they cost me close to 100USD per thousand. I use those for both direct and bureau, just my choice as I prefer a nice card instead of generic cheap cards. Mailing card to the ARRL costs me another 100 per thousand, plus postage from KH7. So at the minimum, the cost via the bureau is about 200+ per thousand, and I go through several thousand a year. So paying Global 100 per thousand is a bargain when they print the cards and mail them. Yes I do LOTW and for 38,000 QSOs I have 4000 QSLs, not a very good return So using a service to some is a good deal, depends on what type of card you want to present and how many QSOs a year you want to confirm via the bureau. I am currently testing Joe's Special ADIF program for Global use and I sure appreciate the effort he put forth for a few users.
