Dxbase has a adif export utility built it, and has filter settings so you
can choose what you want to submit

Look under tools, selection wizard

The ARRL DXCC Desk continues to beta test the Online DXCC application that
will allow us directly input our paper cards into the DXCC database prior to
sending cards to either a checker or HQ. The checker would then compare the
file we created with the paper cards and verify the accuracy of our file.
The idea is to eliminate the time consuming manual input process at HQ. It
sounds like this will help eliminate the backlog at HQ. The applicant will
either key in the card information manually or submit an adif file of his
card data. As it relates to Dxbase, is there any way to create an adif file
of the cards that I want to submit? It looks like some additional
programming may be required. The contents of the DXCCQSO.RPT file needs to
be in adif format.

Disclaimer  I have only a brief understanding of the Online DXCC needs and
am far from being a programmer. I may be way off base on the needs of the
Online DXCC but this is the way I understand it. Something to think about.
