You should be able to use the "Select =" filter.
First go to the Select field in your log for each qso you want to submit, 
and using the drop down menu, put a check mark in DXCC.
Then go to Selection Wizard - QSO Filters.  Find the filter called "Select 
=".  Put a check mark there, and select DXCC.  Uncheck everything in the 
filters window.
Exit the filters window, use the Selection Wizard to create your adif file, 
and it should contain only the records you wanted to submit for DXCC.

I know this doesn't give you a simple way to select "cards not credited", 
but should work until something better is available, hopefully in the next 
version of DXbase.
