Eplus 10 uses the new imlib fine.  As far as libtool -- I wrote my own
makefile when I made Debian packages of Imlib.  Not very complicated. 
You can even use 1.0 or 1.1 's configure/make combo and ignore the new
libtool.  I get meesed up libs with the new makefiles.
