Yes, that is a solution to having an account.  However, it does not
address a number of important points.

First, why is there no response to his inquiries?  What if he DID have
money in the account?  How does he know what is, or is not, in the
account?  What if it were a business account that he had already
published to his customers?  What if he had already sent funds to a
market maker for that account?

The lack of customer service is getting worse.
