This may be true.

However, it doesn't matter where in the world your debit card is issued
from.  They are ALL controlled by the United States.  So you really have no
more privacy with a debit card from Latvia than you do with a US issued
card.

The reason is that all regional ATM/Debit networks around the globe use the
Visa/Mastercard network for international transactions.

The IRS subpoenaed Visa and Mastercard within the last year for ALL records
of offshore cardholders that might be US citizens.

Frankly, you're better off sticking with a regular domestic US issued debit
card if you are a US citizen.  It draws less attention to you.
