On the Information Disseminated through the Internet Regarding Anonymous
Accounts

The Financial and Capital Market Commission has found out that several
Internet addresses (for example,
http://www.cardster.nethttp://www.panama-offshore-services.com/http://of
fshore-banking.times.lv/ http://www.ptclub.com/Anonymouswire.html
http://bank-account.times.lv/) offer clients to open anonymous accounts
with Latvian banks, as well as to receive anonymous debit cards without
providing any customer identification information. 

The Financial and Capital Market Commission hereby informs that the
Latvian legislation prohibits opening of accounts whose holders have not
been fully identified and any such activity is in conflict with the
Latvian Law on the Prevention of Laundering of Proceeds Derived from
Criminal Activity. 

The Financial and Capital Market Commission hereby warns that all
Latvian banks opening accounts in the name of a company or an
intermediary without identifying their true beneficiaries, act
unlawfully and subject themselves to reputation and legal risks.
