A fascinating article from 1933, submitted to Congress, reviewing legalities of species (coined metal) vs currency (paper). To me the paper is suspect because of the year of its introduction (arguing for paper currency) and stating ultimate rights to property and its use resides in the State, not in an individual! The paper is very good however in providing a window into these issues, court cites and considerations surrounding this very important matter of what is and isn't legal tender.
