Except for the mandatory arbitration, E-Gold does this for everyone listed on their website. The exchange service in question, is not listed on their website. Note, also, that the eCTA was an attempt to establish accountability and trust, and shortly there will be another exchange association developed just for this purpose, with arbitration procedures outlined.
